Announcing the regulation, Minister of Industry and Technology Mustafa Varank stated that the new type of coronavirus epidemic created a shock effect all over the world.
Varank pointed out that although the repercussions of this shock are slowly starting to decrease, a period in which changes will occur in every field is expected, and made the following evaluations:
“During this period of the pandemic, the importance of digital transformation has emerged once again. Training is now given remotely. Remote access to services is becoming more possible.
While all this is happening, it is also very important to develop an efficient production model with the least resources, in the shortest time, in the cheapest and error-free manner. With this model, which we call lean production, many theoretical concepts meet with practice. Model Factories are very important for our SMEs to gain competence by using experiential learning techniques.
For this reason, we decided to provide new support for SMEs that will transform their businesses by receiving training in model factories. We designed Model Factory Support with an upper limit of 70 thousand liras in KOSGEB’s Business Development Support Program. “We will cover up to 70 thousand lira of the service expenses of SMEs receiving training from model factories.”

Emphasizing the importance of applying the cheapest and error-free production model in the shortest time with the least resources, Varank said, “It is very important for our SMEs to gain competence by using experiential learning techniques. For this reason, we, as KOSGEB, have designed a new support. SMEs will transform their businesses by receiving training from model factories.” “We will cover up to 70 thousand lira of the education service expenses of the students.” he said.
The Model Factory Project was implemented in order to enable the digital transformation of SMEs, encourage them to switch to lean production and enable them to apply experiential learning principles in their businesses. The model factory, the first of which was opened in Ankara and the second in Bursa, is known as a competence center for common use.
In the Eleventh Development Plan, it is aimed to increase the number of these factories to 14. Izmir, Mersin, Gaziantep, Konya and Kayseri are among the provinces where model factories will be primarily established.
