A new era begins in banking

Remote identification will become possible after the regulation prepared by the Banking Regulation and Supervision Agency (BRSA) comes into force. In the new period, both customers and existing customers will be able to perform banking transactions with remote identity verification.

BRSA prepared the “Draft Communiqué on Remote Identification Methods to be Used by Banks” to determine the remote identification methods that can be used by banks in acquiring new customers and verifying customer identity.

Accordingly, remote identification of real persons, bank employee and person; This will take place through online video calls and communication with each other, without the need to be physically present in the same environment. The wet signature requirement will be removed.

It will be mandatory to establish an adequate level of security and privacy during the video call, taking into account possible risks. Video calls will be made via encrypted, secure communication.

With the implementation of the application, faster and more convenient access to banking services will be provided. It will be possible to save time, cost and labor. The process of becoming a customer can be completed in a maximum of 10 minutes. For banks, paper and document usage will be reduced and service costs will be reduced. For customers, there will be a flexible, innovative and open-minded customer experience opportunity.

The work is expected to be completed by 2021

It is known that the remote identification method via video call is used effectively in Germany, Spain, France and Estonia. In Turkey, the regulatory work carried out by the BRSA is expected to be completed by 2021.

The way for completely digital remote identification in Turkey was paved with the amendment made to the Banking Law No. 5411 on June 26, 2020. Within the scope of the change in question, the relations between banks and their customers can be carried out at a distance by using remote communication tools and can be regulated by contracts to be established through methods that allow customer identity verification.

According to the information obtained by the AA correspondent from BRSA sources, studies are continuing on identity documents, their security elements and verification that can be used in the identification process that will take place in an end-to-end digital environment.
