The Ministry of Industry and Technology’s “Regulation on Amendments to the Organized Industrial Zone (OIZ) Implementation Regulation” was published in the Official Gazette and entered into force.
With the regulation made to eliminate the problems encountered in practice, many steps have been taken on issues such as increasing the precedent, allowing OIZ participants to establish electricity production facilities for their own needs, establishing a recycling facility and eliminating the grievances faced by industrialists.
Minister of Industry and Technology Mustafa Varank stated that the changes were shaped in line with the demands and current needs of industrialists and said:
”We took into account the demands of the industrialists and took important steps in their favor. Together with my teammates, we completed the regulation change after a meticulous evaluation and analysis process. Our greatest wish is that all the decisions we make will return added value to our industry. With the regulation, we increased the construction area usage capacity on industrial parcels. In regions where common use areas are allocated at least 10 percent of the total area size, the precedent can be set as 1.00 for industrial parcels. We increased the precedent and prevented grievances. “We also enabled OIZ participants to establish electricity production facilities based on wind and solar energy for their own needs.”
“Victimizations were prevented”
Pointing out that they have heard the demands from the recycling sector, Varank said, “Recycling and disposal facilities can be established in the technical infrastructure areas of the OIZ. In order to prevent the industrialists from being victimized, we left the final decision about the facilities that are not allowed to be established in the OIZ to the Ministry. The application of granting a time extension for building use “We also included participants who have received a permit but have not yet received a business license or a working license. We made arrangements in the duties and functioning of OIZ bodies. We went to digitalization in the functioning of OIZs and simplified bureaucracy.” made his assessment.
“The health of workers should be taken into consideration”
Varank pointed out that planned industrialization is of great importance for sustainable growth and said:
“I hope that the decisions we have taken will be beneficial to the industrial sector, which is the backbone of the economy. Our industrialists have great responsibilities in this difficult period we are going through due to Covid-19. We are trying to ease their burden in order to ensure the continuity of production. Our expectation from our industrialists is that they will take care of our workers by maximizing occupational safety in their facilities. Industry “We have conveyed to the facilities the rules that they should apply during this period. Protecting the health of our workers, as well as the continuity of production and employment, is one of the most critical duties of our industrialists.”
The way to produce energy has been paved
According to the changes made, one of the conveniences provided to OIZs was to pave the way for generating electricity from solar and wind energy. The participant was given the opportunity to establish electricity production facilities based on wind and solar energy, which are necessary for his own needs, in the empty parts of the industrial and service support parcel in the OIZ. Electrical energy production facilities based on solar and wind energy will be evaluated within the scope of the support unit of the participant.

In addition, in line with the demands from the recycling sector, recycling and disposal facilities were allowed to be established in OIZs, provided that they were in the technical infrastructure area of the OIZ and a decision was taken by the OIZ enterprising committee or general assembly.
Changes were also made in the regulation within the scope of reducing bureaucracy and simplifying the legislation. Presentation of title deed will no longer be required when submitting requests for the establishment of a private OIZ to the Ministry of Industry and Technology. OIZs were also allowed to make donations, provided that the Ministry approved them.
OIZs were prevented from being damaged
With the amendment made to the Implementation Regulation, the regulation regarding the sale of land in foreign currency in OIZs was abolished. Due to the increase in revaluation rates, the parcel allocation fee was determined as the upper limit in calculating the price to be paid in land cancellations and refunds. Thus, it was aimed to prevent industrialists from suffering and OIZs were prevented from suffering losses. In addition, the Ministry’s loan is subject to external financing within the framework of international agreements.
