Employer contribution to the fund doubles

Details of the Employment Shield package to be implemented during the return to normal period, for which President Recep Tayyip Erdoğan gave preliminary information, have begun to become clear. The Unemployment Insurance Fund, which is used to protect employment during economic crisis periods, will continue to be used more effectively in this period.

According to Anadolu Agency, the employer contribution to the Unemployment Insurance Fund, which is currently 2 percent, is expected to be doubled to 4 percent. According to the information obtained by WORLD, this increase will be made gradually. In other words, when the legal regulation comes into force, it will first be increased to 2.5 percent or 3 percent, and then to 3.5 percent and 4 percent, respectively. As of May, 127 billion 335 million liras had been accumulated in the Unemployment Insurance Fund, which was used very effectively especially during the COVID-19 period. In the same month, the amount of expenditure from the fund was 8 billion 620 million lira, of which 5 billion 340 million lira was for short-time working allowance support.

The support elements to be provided in the Employment Shield package announced by the Minister of Family, Labor and Social Services Zehra Zümrüt Selçuk the day before have begun to become clear. Accordingly, the system known as the ban on dismissal, where employees are sent on unpaid leave and their wages are covered by the Unemployment Insurance Fund, will be extended for another 3 months.

69 thousand employers returned from short to full work

On the other hand, during the COVID-19 period, more than 3 million 200 thousand insured people benefited from the short-time working allowance, the conditions for which were facilitated by the legal regulation. With the start of normalization, some of these workers started working full time again. As of yesterday, the number of businesses that switched from short-time working system to full working principle reached 69 thousand, and the number of employees reached 400 thousand.

If a person who was laid off between January 2019 and the end of April, when dismissals were prohibited, starts working full-time in the same workplace again, premium support will be provided to this employer. If the employer does not rehire the dismissed person in the same period, he/she will be able to benefit from unpaid leave support.

If the regulation becomes law, if people who return to work within 3 months while receiving unemployment benefits work uninterruptedly for 12 months, their retirement premiums for the periods during which they were unemployed will be covered by the Unemployment Insurance Fund.

40% of the cost of added employment will be covered

With another practice, based on the lowest number of insured people in the period since January 2019, 40 percent of the costs of every employment made thereupon, including wages, will be covered from the fund. In the new period, special supports will be provided for the employment of those under the age of 25 and over the age of 50. Accordingly, work accident and occupational disease insurance for employees under the age of 25 who work less than 10 days in a month will be covered by the fund. These people will be able to pay the remaining premiums optionally. Income tax exemption will be provided for people over the age of 50 who switch from full-time to part-time work. Their retirement premiums for the remaining period will be paid.
