New ‘Covid-19 measures’ to be implemented from tomorrow

In this context, shopping malls, markets, barbershops, hairdressers and beauty centers will close at 20.00 tomorrow and will be open between 10.00-20.00 from Saturday, November 21.

Eating and drinking places such as restaurants, restaurants, patisseries, cafes, cafeterias, etc. will only provide take-away or “come-and-go” service between 10.00-20.00 hours. After 20.00, restaurants, eateries or online food ordering companies will only be able to provide takeaway service by phone or online order after 20.00.

Provided that they are determined individually by provincial and district Public Hygiene Boards and are not located in a residential area, food and beverage places located on the sides of intercity highways and in resting facilities serving vehicles for intercity public transportation and logistics purposes will be exempted from restrictions.

The activities of movie theaters will be suspended until December 31, 2020, and the activities of coffee houses, cafes, country gardens, internet cafes/salons, electronic game halls, billiard halls, lounges, tea gardens and carpet fields will be suspended until a new decision is taken.

The application regarding hookah lounges, whose activities were previously suspended, will continue.

In all provinces, starting from Saturday, people aged 65 and over will be able to go out on the streets between 10.00-13.00 during the day, and people under the age of 20 born on or after January 1, 2001 will be able to go out between 13.00-16.00 during the day. Outside these hours, citizens in the specified age groups will be restricted from going out on the streets.

Employees who submit documents such as employment and SSI records showing their connection with their workplaces will be exempted from this practice.

Curfew restrictions to be imposed on weekends

Until a new decision is taken, a curfew will be in place on weekends outside 10.00-20.00 pm. Production, manufacturing and supply chains will be exempted from this restriction.

Accordingly, the first lockdown will be imposed from 20:00 on Saturday, November 21 until 10:00 on Sunday, November 22, and from 20:00 on Sunday, November 22 until 05:00 on Monday, November 23.

On the weekends after these dates, the curfew will continue as stated until a new decision is taken.

Smoking ban could be expanded

In order to minimize the impact of the curfew on daily life, some workplaces, businesses and institutions will be open during the lockdown.

In this context, some places including pharmaceuticals, medical devices, masks, disinfectants, public and private health institutions, pharmacies, veterinary clinics, animal hospitals, public institutions and organizations necessary for the maintenance of mandatory public services and emergency call centers will continue their activities.

Personnel working in these places and people with certain exceptional circumstances will be exempted from these restrictions.

The previously implemented “smoking ban in areas/regions where citizens are/may be densely populated, such as streets, squares and public transportation stops” can be expanded by the Provincial and District Public Hygiene Boards.

Provincial Public Hygiene Boards will ensure that local administrations take all kinds of measures, especially increasing the number of trips, in order to reduce the density in urban public transportation vehicles and to ensure the infrequency of trips.

Weddings and wedding ceremonies

Wedding ceremonies will be held in compliance with mask, distance and cleanliness rules, with minimum attendance and at least 20 minutes between each wedding ceremony.

Weddings will be held within a maximum of one hour in the form of a wedding ceremony with seating arrangements, mask, distance and cleaning rules.

In addition, within the framework of the circular issued on July 30, the provisions on not holding mass condolences will be fully implemented.

It will be essential for citizens not to travel in the city or between cities with their private vehicles during the periods when curfew restrictions are in effect on weekends.

Citizens will be able to travel by private vehicle by obtaining permission from the Travel Permit Boards through the “e-Application” and “Alo 199” systems of the Ministry of Interior or by direct application to the governorships/mayor’s offices.

Those who do not comply with the decisions taken will be subject to administrative action in accordance with the relevant articles of the Public Hygiene Law, and necessary judicial proceedings will be initiated within the scope of Article 195 of the Turkish Penal Code regarding criminal behavior.
