We are starting mask exports again!

We are starting to reinforce our increasing production power in mask production at the export point. Our requests for mask exports were met and implemented by our Ministry of Commerce, and the restriction on cloth mask exports has been lifted.

In a letter received from the Ministry of Commerce; For the export of ‘medical and surgical masks’ placed on the market in accordance with the Medical Device Regulation within the framework of Communiqué No. 2020/4 and protective masks (gas, dust and radioactive dust filter masks) within the scope of the Protective Equipment Regulation, the Turkish Medicines and Medical Devices Agency (TITCK) ) is required to obtain a preliminary permit, and applications have been submitted to our Ministry for the purpose of not requiring such permission for the export of cloth (woven/knitted fabric) masks.

As a result of the evaluation made on the subject, it was determined that the preliminary authorization application introduced by the aforementioned Communiqué, which came into force on March 4, 2020 upon the request of TİTCK, only includes medical/surgical and protective masks within the scope of the aforementioned Regulations; In this context, cloth (made of woven/knitted fabric) masks are considered as articles of clothing outside the area regulated by the Communiqué No. 2020/4 on Exports; Therefore, it is understood that there is no need to seek TITCK’s preliminary permission for export. As a matter of fact, in the announcement published by TITCK on its website on 04.05.2020, it was stated that, “… However, products manufactured by the manufacturer with the aim of protecting the person using them, regardless of whether they are in a medical environment, and furnishings produced for general use are not evaluated within the scope of the Medical Device Regulations, even if they will be used in hospital conditions.” .” The statement is included.

In this respect, since the need for domestic medical equipment must be met as a priority in order to protect public health during the COVID-19 pandemic, the measures taken in the export of medical/surgical and protective masks continue, but in order to evaluate the foreign demand potential, the export of cloth (made of woven/knitted fabric) masks is also continuing. As of 12/05/2020, all our Customs and Foreign Trade Regional Directorates have been instructed by our Ministry (General Directorate of Customs) to complete customs procedures without seeking the prior permission of TITCK.
